On January 20, the publicity and implementation meeting of the regulations on the prevention and control of marine environmental pollution from ships (hereinafter referred to as the "anti pollution regulations") was held in Nanning, Guangxi. Xuzuyuan, Vice Minister of the Ministry of transport, attended the meeting and stressed that the promulgation of the anti pollution regulations is an inevitable requirement for practicing the scientific concept of development and building ecological civilization, and an urgent need for the coordinated development of China's water transport and environmental protection. The anti pollution regulations fully reflects the conceptual innovation of system design, is the institutional guarantee for China to accelerate its progress towards a powerful shipping country, and has laid a solid foundation for improving the ability of transportation to administer according to law

at present, China's oil import has risen to the second place in the world. According to statistics, in 2008, China imported about 201 million tons of crude oil by sea, and the coastal oil transportation volume exceeded 332 million tons. The transportation volume of other toxic and harmful substances in bulk also continued to grow, greatly increasing the risk of major marine pollution accidents. 2. These changes have brought new pressures to the protection of the marine environment. The regulations of the people's Republic of China on the prevention of marine pollution from ships (hereinafter referred to as the regulations) promulgated in 1983 are no longer adapted to the changes in the new situation of marine environmental protection in terms of system construction, management requirements, means and measures, lags behind the requirements of relevant domestic laws and international treaties concluded or acceded to by China, and is difficult to meet the needs of the development of water transport industry. After comprehensive amendments to the regulations, the anti pollution regulations were deliberated and adopted at the 79th executive meeting of the State Council on September 2, 2009, and will enter into force on March 1 this year

xuzuyuan pointed out that compared with the 1983 regulations, the most important impact resistance performance of the anti pollution regulations is how important it is. First, it has established the concept of paying equal attention to environmental protection and safety, second, it has established the concept of sharing the burden, and third, it has established the concept of serving economic and social development, which not only effectively protects the marine environment, but also promotes the healthy development of water transport. The most important institutional spirit of the anti pollution regulations is "prevention first, prevention and control combined; overall coordination, joint efforts and management; both moderate advance and promoting the development of productive forces"

xuzuyuan asked all relevant units to fully understand the great significance of the anti pollution regulations, deeply understand the rich connotation of the anti pollution regulations, fully implement the various systems of the anti pollution regulations, and truly take the publicity and implementation work as the key work at present and in the future. All relevant departments should establish the awareness of the overall situation and the concept of a game of chess, jointly manage and form a joint force, and do a good job in preventing and controlling ship pollution of the marine environment in China

it is reported that the Department of political affairs and law of the Ministry of justice and the maritime safety administration are currently working with relevant units to draft relevant supporting regulations to refine the relevant systems in the anti pollution regulations, including the provisions on the management of pollution prevention and control from ships and related operations, the provisions on the management of emergency preparedness and emergency disposal of ship pollution accidents, the administrative measures for civil insurance of ship oil pollution damage, the administrative provisions on the investigation and handling of ship pollution accidents, etc. In addition, according to the reply of the State Council, the Ministry of Finance and the Ministry of transport have begun to formulate the measures for the administration of the collection and use of the compensation fund for oil pollution damage from ships. At present, the preparations for the establishment of a domestic fund are also underway. The Ministry of transport is formulating industry standards such as the emergency preparedness capacity of ship pollution removal units, the requirements for safe loading and unloading capacity of coastal pollution hazardous cargo terminals, and the requirements for pollutant receiving capacity of ships of coastal ports, wharves, loading and unloading stations and ship repair and construction units.
